Heather Burns

Policy Manager

Heather joined the Open Rights Group in October 2020 as Policy Manager and supports ORG’s UK-wide policy portfolio. Additionally, she supports ORG’s Scotland Director on the Scottish devolved digital rights and policy agenda, with a focus on 2021’s Scottish Parliament elections.  

Prior to joining ORG, Heather worked as a freelance tech policy and regulation specialist for clients across the startup, digital rights, privacy, digital agency, and games sectors. A former web developer, conference speaker, and a veteran of open source software communities, Heather was named a Mozilla Open Leader for her work on open source privacy initiatives. She is the author of a forthcoming book on privacy for web professionals, and is also member of UNICEF’s global working group on developing a manifesto on good data governance for children. 

She holds a BA in International Affairs from The George Washington University and a PG Cert in Internet Law and Policy from the University of Strathclyde.
