Dear Jim,

Thank you for your email of 19 November and for your ongoing interest in the Government's Work to update copyright law to meet the needs of the digital age. I am pleased to be able to provide the following report on progress.

Following on from the extensive consultation around the Hargreaves Review of Intellectual Property and Growth, the Government took the additional step of consulting on draft Regulations to give effect to the proposed changes. That 'technical review' closed in September and all draft Regulations are now being considered by Parliamentary lawyers.

The Government intends to lay the regulations before Parliament in the New Year, for commencement in April 2014, including the proposed exception for caricature, parody or pastiche.
