Reports to: Executive Director               

Salary and benefits: £34,000 pro rata 4 days a week (equals £28k take home salary can be extended to 5 days subject to funding), plus a 6% pension contribution and a generous training and development budget.

Role

The Immigration Policy Manager will work with the Executive Director and policy team to build relationships with organisations in the immigration sector, improve these organisations’ capacity to respond to the challenges brought by the introduction of technology into immigration policy, and deliver impactful campaigns with ORG’s Campaigns Manager.

The Immigration Policy Manager will bring an enthusiasm for understanding the intersection of digital into other policy areas such as migration and a drive for bringing together coalitions of organisations to work together to bring about real change in policy.

Open Rights Group are recruiting a Policy Manager that will help with a new and exciting project to use collaborative advocacy and campaign approaches to equip and empower UK migration-sector civil society organisations (CSOs) to tackle issues of big data decision-making and digital technology within their work.

We challenge threats to privacy by both the government through the surveillance of our personal communications and private companies, who use personal data to increase profits. We challenge threats to free speech through the criminalisation of online speech, online censorship and restrictive copyright laws.

Founded in 2005, we have over 3,200 paying members and a grassroots movement of more than 40,000 supporters and 9 local groups across the UK. Open Rights Group’s main office is based in London, UK and we have a small office in Edinburgh.

Key Responsibilities 

Research

  • Conduct research into the needs and capacity of immigration sector organisations on digital policy;
  • Compile and analyse data related to Open Rights Group’s work;
  • Ensuring Open Rights Group’s policy work fits within the wider policy landscape and that the policy team remains up to date with relevant research and policy developments in the project.

Engagement

  • Organise roundtables with immigration sector and other partner organisations.
  • Host events at Parliament with support of Chief Operations Officer and immigration sector NGOs.

Producing policy materials

  • Draft reports, briefing papers, formal correspondence, presentations, and other documents articulating Open Rights Group’s policy positions in relation to data in the immigration sector;
  • Coordinate team members’ input into public-facing documents, and obtain sign off for these documents from the relevant members of the team;
  • Coordinate collaborative policymaking between Open Rights Group and immigration sector organisations.

Advocacy

  • Work with the Chief Operations Officer and partner organisations to campaign on shared policy positions;
  • Engage MPs and policymakers directly to bring about policy change.

Engagement with key stakeholders

  • Build on Open Rights Group’s existing and develop new relationships in the immigration sector;
  • Develop Open Rights Group’s relationships with allies across Government, legislative bodies, international organisations, and NGOs;
  • Feed into Open Rights Group’s media engagement around key campaign issues.

Key Contacts

The Immigration Policy Manager will be directly managed by the Executive Director. They will work closely with colleagues across the broader team to maintain alignment of Open Rights Group’s legal and policy goals, and collaborate within the team to effectively disseminate Open Rights Group’s policy messages.

Length and Salary

The Immigrations Policy Manager will be employed on an 18 month contract. The annual salary is £34,000 per annum pro rata for 4 days a week less any required deductions for income tax and national insurance. The position will be home-based. Person Specification

CRITERIA 

ESSENTIAL:

  • At least 3 years experience in a policy and advocacy role.
  • Familiarity with international and domestic policy matters relating to digital and human rights. 
  • Research skills. 
  • Policy analysis skills. 
  • Events organising skills. 
  • Ability to work with and manage relationships with partner organisations. 
  • Ability to speak publicly, including with the media and at conferences and meetings. 
  • A high degree of self-motivation. 
  • An interest in and aptitude for political and parliamentary engagement. 
  • Creativity and energy in approaching a workload consisting of large long-term projects. 
  • Excellent written and oral communication skills. 

DESIRABLE:

  • Experience in immigration sector. 
  • Knowledge of digital rights or relevant experience in digital policy. 
  • Legal research skills. 
  • Project management experience.
